  • Non-federal $ — state + local + cash match. Federal Title III dollars are excluded (federal $ cannot match federal $).
  • Personnel ratio — share of total spend that is salary + employer-paid benefits. Default 75%.
  • Activity rate — share of staff time spent on the five CMS-approved Medicaid-administrative activities (Outreach, Referral/Coordination, Eligibility Facilitation, Training, Program Planning). Calibrated to Oregon OMAC, Washington CLC, and Mass SBMP-AAC published rates.
  • Eligibility discount — for general-population activities, the cost is discounted by the Medicaid Eligibility Rate (MER) of the served population. Activities targeted to Medicaid recipients (like application assistance) don't apply the discount.
  • FFP rate — 50% federal share for Medicaid administrative expenditures per 42 CFR 433.15(b)(7).
